Quirk history: Permafrost came to the attention of HCSD through reports from the Paris Commission de Mutation (PCDS). Upon
manifestation, it caused a severe heat sensitivity in Subject 0192-A, causing its natural survival insticts to spur into action and freezing
the neighbourhood of [REDACTED], France. PCDS retrieved 0192-A on 07/04/X0, and the subject was surrendered to HCDS on 17/05/X0
for further testing and research upon the proposition of a possible means to stabilize body heat (SEE: RESTRAINATIVE MEASURES).
Quirk description: Permafrost is a temperature manipulation quirk that functions in the ranges of -100 C to -15 C. It is able to both
raise and lower the temperature of objects to or inside the specified range, but cannot raise temperature outside. Additionally, Permafrost
causes a genetic mutation in the wielder that produces extraneous liquid derived from what it has recently consumed, giving it a similar
function to an ice-generation ability. However, the mutation necessary to create such an ability leaves the user sensitive to any sort
of heat above its preferred range (which extends from -80 to 5 C), and reverses its perception of external temperatures. Although its personal
space is regulated by both temperature control measures and its own quirk, 0192-A prefers to wear an insulated jacket or parka. It has been
determined that this environmental sensitivity not extending to the garment is a psychological aspect of its abilities, but all attempts to
reprogram this aspect have been called off by the presiding scientists due to danger of unregulated hypothermic symptoms induced
psychosomatically.
Physical description: 0192-A is a biologically male homosapien-Q (quirked or genetically enhanced individual) of fifteen years of age.
It stands at 153 centimeters tall and falls into the light weight class (0-50 kilograms) at 49.410 kilograms. The subject has a predicted
maximum height of 165 centimeters based on genetic data, but has seized signs of growth as of 24/04/X9. This is suspected to be a
consequence of restrainative measures (SEE: RESTRAINATIVE MEASURES) enacted on 01/11/X8. 0192-A has white hair with a
significant mass of texture, thus requiring specialized care to keep in general health. However, it is encoungered to keep its hair above
the chin or mid-neck. (ALSO SEE: KNOWN PREFERENCES). Subject has double eyelids, as is typical of its racial descent. However,
it also possesses a grey-blue iris colour, indicating a quirk factor in appearance as its genetic coding typically indicates brown or dark-
hazel irises. 0192-A has persistent first or second degree burns due to quirk drawbacks (SEE: QUIRK DESCRIPTION), typically
situated on its lower back and arms.
Temperment: 0192-A is relatively well-mannered towards all laboratory personnel. It typically complies with all requests and
orders, but as is typical with younger children it has a bit of a temper and will occasionally refuse to cooperate, often resulting in a
destructive quirk outburst (SEE: EVENTS). 0192-A, however, is known to be introverted around subjects its age. It has been exposed to
0201-C, 0145-A, 0541-B and 0201-B, but only took well to 0145-A.

After the removal of 0145-A from Floor 1, 0192-A has developed erratic behavioural patterns including but not limited to destruction
of laboratory equipment (1), using quirk on handlers (2), symptoms of sudden-onset schizoaffective disorder (3), uncooperativeness (4)
and subjecting itself to the drawbacks of its own quirk (5). 0192-A has never had reports of misbehaviour or psychotic episodes,
and was previously under relaxed security with relative free reign around Floor 1 and Floor 2. Testing has been temporarily halted
in the process of changing accommodations for 0192-A. This sudden and extended temperment change was unprecedented as 0145-A
and 0192-A have very few facilitated interactions, and there has been no reaction from it from previous layout changes. 0192-A will
be under heavy surveillance for an unspecified period of time, as ordered by Sr. Commissioner OA.

Psychological profiling: 0192-A is naturally empathetic but resigned. However, it exhibits symptoms of a major schizoaffective disorder,
and when manic has low levels of social or moral awareness, as well as significantly decreased empathy. Although shown to be of a border
-line genius intelligence quotient, it rejects attempts at teaching that go outside of its realms of interest (SEE: KNOWN PREFERENCES).
Restrainative measures: 0192-A is to recieve a 250 mL dosage of Section C quirk suppressants twice daily, once at 8:00 AM and once at
8:00 PM. If 0192-A proves uncooperative, all staff members above ranking 4 are authorized to administer a 500 mL dose of Section E QDS0,
at the cost of completely disabling the subject's quirk for around 24 hours. Exercise caution. Compound 91-19-AC is to also be admistered
daily to stablize body temperature, but may be used as needed otherwise. ADDENDUM 01/11/X8 - 0192-A is to be administered a 15 mg dose
of fluoxetine, 3 mg dose of estazolam and a 6 mg dose of paliperidone daily until further notice.
Containment measures: F1R9 is where 0192-A spends most of its time outside of testing or designated leisure time. It is a temperature-
controlled room measuring 5 by 5 meters. F1R9 is equipped with both an internal thermostat and an external override, as well as insulation
similar to Arctic frost-preventative walls. 0192-A has dictated that it prefers to "furnish" the area it inhabits using its ability to generate
ice, but F1R9 still contains 1 metal cabinet and 1 metal bed, though the latter is pending removal due to Incident 017. Please do not give
0192-A items that may be sensitive to freezing temperatures, as it often lowers the temperature of F1R9 further than the regulation system
through use of its quirk. Previously, 0192-A was housed in F2R1, but has since been granted a more specialized area following the success
of 024.
